Phylicia Buie

Chief Financial Officer

Phylicia Buie is the fractional Chief Financial Officer at Operation Restoration. She is responsible for managing financial functions including accounting, budgeting, payroll, financial operations, insurance coverage, and donor records. As CFO, Phylicia will support the Finance team, President & CEO, and Finance Committee of the Board.


 

Phylicia maintains a fractional position as the Chief Operating Officer at Carter and Company International Inc, a leading business advisory firm specializing in financial services. At Carter and Company, she excels in implementing operating procedures tailored to the unique needs of small and medium-sized organizations. Leveraging her comprehensive background, Phylicia is adept at driving efficiency, standardization, and process streamlining, paving the way for organizational success. 

Phylicia started her career in public accounting with a focus on taxation for high-net-worth individuals, pass-through entities, and exempt organization compliance. During her final 10 years of tenure in public accounting, she served as a Tax Manager honing her skills in the intricate domains of tax strategy, structuring, client service, operational excellence, people development, and emerging markets. During her time away from public accounting, Phylicia entered the private sector as a Controller at a vertically integrated multi-million-dollar cannabis company. Key achievements during her time as a controller included uncovering significant financial discrepancies in intercompany transactions and streamlining accounting processes in a rapidly changing environment.

Beyond her financial acumen, Phylicia's personal experiences have driven her to actively support social equity and diversity and inclusion initiatives. In 2022, she co-created an Employee Resource Group (ERG) for black employees in public accounting, fostering a more inclusive and supportive workplace environment. After completing her work in Cannabis, she remains dedicated to addressing the historical disenfranchisement of black and brown individuals impacted by the war on drugs and supporting previously incarcerated individuals re-entry to this dynamic industry.

Phylicia's accolades include being a Certified Public Accountant, receiving a Masters in Taxation from Golden State University and a Bachelors in Business Administration, with honors, from Bowie State University. Raised as a young child in California and having pursued her education in Maryland, Phylicia's willingness to travel, brought her back home to family where she currently resides in Kansas City, MO. Beyond her professional commitments, she finds joy in exploring the coastline through hiking, skydiving for team building and spending time with her family.
